Safety: Implementation Strategy
The System (Departments)
The Head of Department (HOD) will establish the EHS Committee, its terms of reference and aims.
The HOD will appoint a committee chair and its members.
The HOD and Department Manager (DM) will prepare the EHS Officer (EHSO) duty statement.
The HOD will appoint the EHSO.
The DM will identify and implement training needs for the EHSO.
The HOD will identify work areas within the Department.
The HOD and DM will prepare Work Area Supervisors (WAS) duty statements.
The HOD will identify Work Area Supervisors.
The HOD and DM will identify and implement training needs for the WAS.
The Departmental EHS Manual will be updated to reflect these changes.
The Implementation
WAS responsibilities
The Work Area Supervisors (WAS) will compile an Environment / Risk Register for their area of responsibility.
The WAS will complete a hazard assessment for each high risk unique task in his/her area of responsibility.
The WAS will implement hierarchy of controls assessment for each high risk unique task in his/her area of responsibility.
The WAS will develop written work procedures for each high risk unique task in his/her area of responsibility.
The WAS will keep a record on the work area safety file of all procedures relevant to the work area under his/her responsibility.
The WAS will develop or modify a work area safety training program.
The WAS will inform work area personnel in his/her area of responsibility of changes to documents and procedures.
OHSO responsibilities
The EHSO will prepare a Risk Register for the whole Department.
The EHSO will send the risk Register to the Risk Management Office for legal assessment.
The EHSO will complete a hazard assessment for each high risk common task in the Department.
The EHSO will implement hierarchy of controls assessment for each high risk common task in the Department.
The EHSO will develop written work procedures for each high risk common task in the Department.
The EHSO will modify and update the Department EHS Manual to reflect changes.
The EHSO will inform all personnel in the Department of changes to documents and procedures.
